Andrew Gluck, MBA
Gluck has developed and implemented strategic plans, operating plans, and performance measurement systems for public sector and non-profit clients for over 30 years. Gluck was one of the principal developers of an innovative ROI methodology called Expected Value-Return On Investment (EV-ROI) that allows social service programs to estimate their financial impact on program recipients, taxpayers, employers, and medical service providers.
He is a long-standing collaborator with GGC, which has pioneered EV-ROI in the health care field. His specialty is creating logic models to describe the pathways to outcomes, and in monetizing those outcomes for EV-ROI analysis. This analysis is used internally to prioritize resource allocation and to make operational improvements that lead to increased outcomes with less cost. The EV-ROI analyses are also used externally to sustain and grow the support of existing stakeholders and to attract new stakeholders and supporters, who share an interest in achieving the same results.
Public Sector Clients have included: U.S. Department of Education (ED); U.S. Department of Energy (DOE); U.S. Department of Health and Human Services (HHS), including Agency for Healthcare, Research and Quality (AHRQ) and Office of Family Assistance (OFA); U.S. Department of Homeland Security, including the Federal Emergency Management Agency (FEMA); the U.S. Department of Labor (DOL); U.S. Environmental Protection Agency (EPA); and the Corporation for National and Community Service (CNCS).
